Well puffing up and sleeping is pretty normal, parakeets will sleep for 12-13 hrs a day. Mine puff all the time, when cold, tired, excited. If they are puffing ALL the time it could just be cold.

An older female will not mate with a male until the male is at least 10-12 months old. Even then there will be alot or coutrting and loving on each other before they mate, so probably no problems there.

The poop thing does concern me, normal adult poop should be a dark circle (dark brown or black) with a white dot in the middle. I dont know how young your babies are, and I have never raised really young babies but I have never seen green or yellow poop. Puffing can be a sign uf being sick, usually accompanied by something else like discolored poop, being tired alot, hanging out at the bottom of the cage. I would be a little concerned about them, if they are sleeping ALOT and they are pretty lifeless when they are awake I would be a little concerned.PARAKEET QUESTION HELPPP! true or false please answer more!! another parakeet question with it! please answer!?
its ok if they're pooping yellow and green, they probably are eating a lot of fruit (if you are feeding them fruit) or its diarrhea. Usually, you have to watch out if the diarrhea gets worse, because it can be fatal. If it gets worse, take it to a vet as soon as possible. And there's a certain age that a male/female parakeet is ready to mate, but you could try it. It wouldn't hurt either of them, but you would just have to see if they like each other. Hope I help
